The Pennsylvania Gaming Control Board issued a stinging justification Wednesday for its vote last month to revoke the gaming license for the Foxwoods Casino Philadelphia project.

The 50-page document says the project's investors, including the Mashantucket Pequot Tribe's Foxwoods Development Co., were proposing a vastly different facility than had been originally

approved. It also says the investors lacked full equity participation and committed debt financing and that the project was contingent on changes in the law.

The investors have filed a court appeal of the board's decision to strip the license, and have asked the panel to reconsider its decision.
