Harris also is homeless, according to a Cincinnati Police District 1 desk officer.

Harris is accused of stabbing Steven Collins, 41, in a wooded area on Gilbert Avenue beneath the Interstate 471 overpass at about 9:30 p.m. Monday, said Capt. Michael Neville.

That area is known as a homeless camp where people seek shelter from the elements, Neville said.

Fire officials pronounced Collins dead at the scene Monday.
